Man accused of driving with BAC more than twice legal limit


A 42-year-old man was charged with drunken driving on Black River Boulevard very early Sunday morning.

Police said Richard P. Howard, of East Bloomfield Street, was pulled over at about 2 a.m. Sunday on the boulevard, near East Embargo Street. Police said Howard registered a blood alcohol content of more than twice the legal limit, and he was driving on an improper license.

Howard is charged with driving while intoxicated, aggravated DWI and third-degree aggravated unlicensed operation, police stated. He is scheduled to appear in City Court.
