Leases at airport, softball complex before county lawmakers


An office lease at Griffiss International Airport for a company involved in drone-related data, and a lease agreement with the Rome Girls Softball League, will be considered by the county Board of Legislators on Wednesday afternoon.

Among other items before legislators will be an office space lease renewal in Utica with the Adirondack Railway Preservation Society, Inc., and creation of a new probation officer position.

The board meets at 2 p.m. Wednesday at the Oneida County Courthouse, 200 Elizabeth St. in Utica, in the Ceremonial Court Room. On the agenda:

• A resolution to approve a lease agreement between the Oneida County Department of Aviation and the SRC Inc. company involves about 368 square feet of office space in Building 100 at Griffiss airport. It would be for collation of data collected for the UAS (unmanned aircraft systems)/drone test site at Griffiss.

The agreement would provide for an initial term of two years, with provisions for three one-year extensions, according to a letter from county Aviation Commissioner Chad Lawrence to County Executive Anthony J. Picente Jr. The lease would provide $13,248 in revenue during the initial term.

SRC Inc. has been a temporary tenant at Griffiss, “and would like to establish a more permanent presence at the airport,” said Lawrence in his letter.

​• A proposed new five-year lease agreement with the Rome Girls Softball League Inc. would involve continued use of softball fields on county property off Floyd Avenue. The agreement would cover from March 1 this year through Feb. 28, 2023.

In lieu of rent, the league will maintain the fields at its own expense and provide athletic activities for youths, county Public Works Commissioner Dennis Davis has said. The lease was approved in April by the Board of Acquisition and Contract.

• A resolution for approval of a lease agreement between the county Department of Public Works and the Adirondack Railway Preservation Society involves a five-year renewal of office space at Union Station in Utica, 321 Main St.

The space is for administrative offices, ticket sales and a gift shop. The lease renewal would be for five years covering Jan. 1 this year through Dec. 31, 2022. The annual rate wold be $6,081 for the first year, increasing by 1.36 percent each year thereafter for a total value of $31,246 over the life of the lease, according to Davis.

• A proposed new probation officer position would be at a salary of $38,919 and would be assigned to the Department of Social Services, according to a resolution. The position would increase the safety of county caseworkers, officials said.

It would provide them with an armed officer on potentially dangerous visits, according to county Commissioner of Personnel John Talerico. The position is being sought as part of Picente’s plan to improve safety for caseworkers, county Probation Director David Tomidy said in a letter to Talarico.
