Utica man accused of abuse of disabled child


A Utica man was charged back on Dec. 5 as a result of an investigation into the abuse of a disabled child.

Utica Police Inv. Eric Scorzafava and Sheriff's Inv. C.J. Paravati said Philip J. Kistner, 36, was charged with one count of first-degree endangering the welfare of an incompetent or physically disabled person, a class E felony.

Kistner was arraigned in Utica City Court and was sent to county jail in lieu of $2,500 bail. Scorzafava said the case has now been referred to the county District Attorney's Office for further investigation. Additional charges are pending, he said.

The victim has been offered counseling services through the county Child Advocacy Center.
