Paroled sex offender accused of touching 13-year-old girl

VILLAGE OF TURIN — A parolee and registered Level 3 sex offender has been taken into custody again, accused of inappropriately touching a 13-year-old girl.

Sampson M. Watkins has spent most of the past 14 years in state prison, according to state records.

Lowville-based state police said Watkins, 34, of McAlpine Street, Lyons Falls, forcibly touched the girl at a residence in Turin at about 8 p.m. Jan. 28. Troopers said Watkins was taken into custody on charges of first-degree sex abuse and forcible touching. He was arraigned and sent to county jail without bail.

Watkins is scheduled to appear in Lowville Court on Feb. 14.

According to state records, Watkins has served four different state prison sentences over the past 14 years.

Watkins was most recently released on parole on Oct. 5, 2011, after serving nearly two years on a charge of fourth-degree grand larceny out of Oneida County.

Watkins served roughly three years in prison from July 2005 and January 2008 on a different charge of grand larceny from Oneida County.

From October 2000 through May 2004, state records show that Watkins was in prison on charges of rape and burglary out of Herkimer County.

For that crime, raping a 15-year-old girl, Watkins was registered as a Level 3 sex offender.

And Watkins served roughly three years in state prison between April 1997 and January 2000 for burglary out of Oneida County.
